フォルダ名がおかしなものに思えるのですが、
例えばC:\metaseqLEなどに置いて起動するとどうなるでしょうか？

フォルダ名がおかしく見えたのはブラウザのせいでした。
関係あるかもしれないし、ないかもしれません。
もう一つ、ビデオカード(チップ)が相当古くてDirectX9に対応していない世代のもののようですので、それが関係しているかもしれません。
こちらでも検証してみます。

回答がありませんが、詳細がわからないと対応のしようがないので、
上記について確認いただいたらレスをお願いします。
こちらでも同じではないですが古いビデオカードで検証しましたが、
特に問題はなかったのでビデオカードは関係ないかもしれません。
