No particles I'm afraid, try blender. I don't quite see why you need particles to make a cape - it's a simple mesh

I was told Blender would work nice for that but I'm practicing Modeling for Video Game Design on a RuneScape Private Server (not hosted, just for education). But I need to take the Model file as a .Dat and convert it to a .Mqo so it works in Metasequoia, of course.
If you've seen any RuneScape footage, I'm trying to play with the Dungeoneering Mastery Cape and make Mastery Cape's for all stats while retaining the color to match the additional custom Particles that flow off the bottom of the cape.
I'm pretty much just confused with it since I'm unsure of what programs to use to remake the Particles but will keep the detail whilst converting.
