文字入力フォーム上でクリックすると“文字を全選択状態”になります。
これをメタセコ３と同様に
クリック→クリック場所に編集カーソル出現(全選択なし)
動作にすることは可能でしょうか。

マウスカーソルが入力欄内へ移動 -> 全選択
この状態でクリック -> クリック位置に入力カーソルが移動
なので問題ないように思いますが、どういうことでしょうか？

問題はありません。
ただ、
クリック→編集カーソル出現
ダブルクリック→全選択
に慣れているので設定等で変更可能かどうか質問しました。
