When writing a plugin you need to give it a product ID number and a plugin ID number.

How do you ensure unique IDs?

Is the plugin author free to choose the ID numbers or does tetraface Inc. allocate them?

We do not manage productID.
There are about hundred authers, and they can choose  productID from 4 billion numbers.
Please choose a random number for productID because it will rarely overlap.
