質問です。モデルにボーンをいれスキン設定をしました。そのボーンを削除し再びボーンを入れ直し同様にスキン設定したのですが、スキニングの回転などをしてもモデルが動かないのはなんででしょうか？

作成しなおしたボーンにウェイトが割り当てられていないのではないでしょうか。
最初に「スキン設定」した際には自動的にウェイトが割り当てられますが、それ以降に追加したボーンには割り当ては手動で行う必要があります。
「ペイント」モードでボーンを選択してリセットするか、または全リセットしてください。
