What character encoding is used for the whole MQO file?
Does the new CodePage chunk match the character coding for the whole MQO file or just the "names" and "filenames" that appear?
Does version 1.2 mean whole MQO file is utf-8 including names?

The CodePage chunk affects to names (objects, materials and so on) and filenames (textures and so on). The system locale will be used if the CodePage chunk does not exist.
The file format ver1.2 usually uses utf-8 encoding.

Can the CodePage chunk be a different character encoding to that of the entire MQO file?

CodePage can be defined at the header only once, and all strings in the file must be matched with the encoding. Utf-8 should be used for multi languages.
