Please test operation of File>Configuration>File>Relate File.

On my windows 10 64 bit PC it doesn't set file association.
I allow mqutil.exe.

It seems after update to new version of Metasequoia file association is lost but the checkboxes for mqo and mqoz are checked. I have to use Windows "Always use this app to open mqo files" to associate.
