OS: Win 8.1 32 bit
Metasequoia 4.3.2.
I have noticed that when Metasequoia window is maximized I cannot pop up the OS taskbar by moving my cursor to bottom of the screen.
Is Metasequoia window "Stay on Top" of taskbar?

The window is not "stay on top". However, a taskbar will be hidden behind the window if you set to hide a taskbar automatically.
We are under investigation. Pelase wait for a while.
