This is not a bug.
The recent Blender imports with the axes conversion in .obj, .fbx and so on. Now, the axes are not necessary to be converted at the time of exporting.
So, the axes are same as the default in the Metasequoia 4. This reserves the same appearance in both Metasequoia and Blender.

I think the menu item "Join closed vertices" in English Metasequoia should actually be "Join close vertices".
"Closed" means "not open".
